1. Heavy pollution weather warning classification

Heavy pollution weather warnings are unified based on the daily average value of AQI (air quality index), calculated according to the average value of continuous 24 hours (can span natural days), and the daily average value of AQI>200 continuous days is the basic condition for the activation of each level of warning.

The province’s heavy pollution weather warning levels are uniformly divided into three levels from low to high, yellow, orange and red. The classification standards for each level are:
 Yellow warning: It is predicted that the daily average value of AQI>200 will last for 2 days (48 hours) or more, and the high-level warning conditions are not met.
 Orange warning: It is predicted that the daily average value of AQI>200 will last for 3 days (72 hours) or more, and the high-level warning conditions are not met.
 Red warning: predict that the daily average value of AQI>200 will last for 4 days (96 hours) and above, and predict that the daily average value of AQI>300 will last for 2 days (48 hours) and above; or predict that the daily average value of AQI will reach 500.
When it is predicted that the daily average value of AQI>200 will last for 1 day and the yellow warning level is not reached, health protection reminder information will be released along with the air quality forecast information.

2. Grading of emergency response to heavy pollution weather

  • When a yellow warning is issued, a level III emergency response is initiated.
  • When an orange warning is issued, a level II emergency response is initiated.
  • When a red warning is issued, a level I emergency response is initiated.

After issuing the early warning information, the government of the place where the incident occurred should immediately organize relevant departments, units and related enterprises into an emergency response state, and take corresponding levels of response measures. Including but not limited to the following measures:

(1) Health protection measures.

(2) Suggested pollution reduction measures.

(3) Mandatory pollution reduction measures.

3.1 Measures to reduce emissions from industrial sources. The government of the place where the incident occurred should strictly implement various emission reduction measures in accordance with the emergency emission reduction list for heavy pollution weather. Departments of ecological environment, industry, and information technology are responsible for supervising key industries, non-key industries, small and micro gas-related industries and other industrial enterprises in accordance with the division of functions. In accordance with the requirements of “one factory, one policy”, reduce production load, stop production, strengthen pollution control, Measures such as staggered transportation of bulk materials to reduce air pollutant emissions; the ecological environment department is responsible for increasing the supervision of coal-fired power generation companies to ensure compliance with emissions; increasing the frequency of law enforcement inspections on key air pollution sources, and urging their air pollution prevention and control facilities to operate efficiently, Strictly implement emission reduction measures.

3.2 Measures to reduce fugitive dust sources.

3.4 Other emission reduction measures. For example, agricultural and rural departments strictly implement measures to prohibit the burning of crop straw. The public security department strictly implements the prohibition and restriction measures of fireworks and firecrackers in accordance with the areas determined by governments at or above the county level. . The city management department strictly implemented measures to prohibit the open burning of leaves and garbage, and increased the supervision of the normal operation of catering oil fume treatment facilities. Relevant competent departments are responsible for supervising the shutdown of outdoor spraying, painting, cutting, welding and other gas-related links.
